On June 11, 1982, I issued Executive Order 82-13, which, as required by law, ordered a 4.1 percent reduction in state General Fund allotments for the remainder of this biennium in order to maintain a balanced budget. In its recent session the legislature passed measures which obviate the need for the 4.1 percent reduction. However, Senate Bill 5033, which I have signed today, directs me to order reductions in allotments of appropriations in the amount of $20,000,000.
NOW, THEREFORE, I, John Spellman, Governor of the state of Washington, by virtue of the power vested in me, do hereby rescind Executive Order 82-13. Further, pursuant to Section 3 of SB 5033, 1 hereby order reductions of $20,000,000 in allotments of state general fund appropriations for all executive branch agencies, including those headed by elective officials, but excluding the Superintendent of Public Instruction's allotments for support of state-wide programs and excluding the legislative and judicial branches of government. By letters and memoranda accompanying this order, I have issued more detailed directives as to how those reductions and other measures will be implemented. Further instructions will be forthcoming from the Office of Financial Management.
