WHEREAS, in a time of rapid growth and change the demands on state and local government are increasing, and
WHEREAS, state and local governmnt must be able to perform their legitimate functions and regain their appropriate voice in the federal system, and
WHEREAS, state constitutional reform is essential to enable state and local governments to perform their functions adequately,
NOW, THEREFORE, I, Daniel J. Evans, Governor of the State of Washington, do hereby constitute the Constitutional Revision Commission to prepare a comprehensive report on the need for constitutional reform and the best methods by which reform can be obtained. In addition, the Commission is to prepare and submit a model state constitution for the use of the legislature and the citizens of this state.
