PROCLAMATION BY THE GOVERNOR
ACTIVATION OF THE WASHINGTON NATIONAL GUARD
AUTHORIZATION FOR STATE ACTIVE DUTY
IN SUPPORT OF THE
SEATTLE NATIONAL GOVERNORS ASSOCIATION (NGA)
2004 ANNUAL MEETING
HELD IN SEATTLE, WASHINGTON JULY 17-19, 2004

WHEREAS, the State of Washington is the Host State for the Seattle NGA 2004 Annual Meeting to be held in Seattle from July 17-19, 2004 (“Seattle NGA 2004”), the primary purpose of which is to provide a forum for communication among the states and to develop, consider and adopt policy positions on issues with significant impact on the states;

WHEREAS, as Host State, Washington will have a lead responsibility for arranging security and logistics at the Seattle NGA 2004 Annual Meeting, and wishes to minimize disruption of the Seattle NGA 2004 Annual Meeting by outside entities, events or individuals;

WHEREAS, in light of domestic and international security threats there exists a significant risk that National Guard support to civil authorities may be required with little or no prior notice during the Seattle NGA 2004 Annual Meeting. Even in the absence of a proclaimed state of emergency, it will be necessary under RCW 38.08.040 to activate portions of the Washington National Guard due to the imminent danger of “tumult, riot, mob, or organized body acting together by force with intent to commit a felony or to offer violence to persons or property, or by force and violence to break and resist the laws of this state, or the United States” related to the Seattle NGA 2004 Annual Meeting; and

WHEREAS, the National Governor's Association is a national public policy organization representing the collective voice of the nation's governors;

NOW, THEREFORE, I, Gary Locke, Governor of the State of Washington order into active state service, pursuant to RCW 38.08.040, the Washington National Guard or such part thereof as may be necessary in the opinion of the Adjutant General of the Washington State Military Department, to perform such duties as the Adjutant General deems appropriate for the circumstances presented.

I authorize The Adjutant General to enter into an agreement with the Seattle NGA 2004 Annual Meeting organization to define the roles and responsibilities of the members of the Washington National Guard activated pursuant to this Proclamation. The Washington Military Department does not have sufficient funds or state appropriation authority to cover any of the cost of National Guard support for the Seattle NGA 2004 Annual Meeting activated pursuant to this proclamation. Once the conference concludes, a final bill will be presented to the Seattle NGA 2004 Annual Meeting organization within thirty (30 days).
