WHEREAS, day care for children of working parents in the state of Washington is becoming of increasing economic and social importance; and
WHEREAS, between 1980 and 1985, Washington's population of children ages 0 - 9 has increased by 51,252; and
WHEREAS, currently, 52 percent of the mothers in two-parent families are employed, and in single-parent families, 81 percent of the mothers are in the labor force; and
WHEREAS, the appropriate care of children while their parents are employed away from the family home is a significant subject, and it is appropriate for the state to assume a leadership role in evolving public discussion of the issues involved.
NOW, THEREFORE, I, Booth Gardner, Governor of the state of Washington, by virtue of the authority vested in me, do hereby order and direct the following:
A. A task force shall be established to be known as the Governor's Task Force for Children's Day Care.
B. The Task Force shall be appointed by the Governor and consist of no more than thirty members representing state and local governments, local school districts, the private business sector, day care providers, day care users, child care professionals, the Legislature and citizens.
C. The Governor shall appoint the chairperson of the Task Force.
D. The Task Force shall examine the following five subjects related to day care: safety of children in day care, private sector involvement in day care, the schools' role in day care, issues related to day care for children of state employees and insurance availability to day care centers.
E. The Task Force shall submit a report of its findings and recommendations to the public, to the Governor, and to the Legislature by January 1, 1986.
