Dixy Lee Ray (1914-1994) served as the 17th governor of Washington State from 1977 to 1981. She made history as only the second woman in the United States to be elected Governor without having been preceded in office by a husband. Dr. Ray earned her doctorate in marine biology at Stanford University in 1945 and taught zoology at the University of Washington for over two decades. In 1972, President Nixon nominated her to the Atomic Energy Commission, and in 1974, she was appointed Assistant Secretary of State for Scientific Affairs under Secretary of State Henry Kissinger. In 1975, she announced her candidacy for the Governorship of Washington. | Agency History: | The Office of the Governor of Washington State was established on March 17, 1853 when Isaac I. Stevens was appointed territorial governor. During the territorial period, governors were appointed by the President and reported to the U.S. Department of State and later the Department of Interior. Following Washington's admission to the Union on November 11, 1889, the governor became an elected position chosen by qualified electors for a four-year term. Elisha P. Ferry became the first state governor on November 18, 1889. The Washington State Constitution establishes the governor as the state's chief executive officer, vested with supreme executive authority and charged with faithful execution of state laws. |
