Description:	The Governor's Daily Record, Volume 11, provides a daily record of executive actions from June 27, 1974, to November 21, 1980. This volume contains 4,900 individual executive actions across 561 pages, documenting the administrative activities of Governor Daniel J. Evans (1965–1977), Acting Governor John A. Cherberg, and Governor Dixy Lee Ray (1977–1981). The records include appointments and reappointments to state boards, commissions, and committees; interstate extradition through requisition honors and issuances; pardons, commutations, and other acts of executive clemency; executive orders establishing and administering state programs and policies; and proclamations for emergency declarations, election certifications, and public observances. The volume documents executive appointments related to Expo '74, the 1974 World's Fair held in Spokane; Executive Order 74-15 establishing the State Salmon and Steelhead Council in response to the 1974 Boldt Decision recognizing tribal fishing rights; energy conservation programs established by executive order in response to the 1970s energy crisis; three extraordinary legislative sessions convened in March 1975, July 1975, and March 1977 to address levy relief, school funding, and pension reform; the December 1975 flooding emergency and deployment of the Washington National Guard; certification of the November 1975 general election including Initiative 316 establishing a mandatory death penalty for aggravated first-degree murder; the January 1977 transition to Governor Ray, Washington's first female governor; multiple flooding, severe weather, and forest fire emergencies affecting Washington counties, including National Guard deployments for Chelan County forest fires in 1976 and 1979; a 1979 state of emergency at the Hanford Works low-level nuclear waste disposal site; Executive Order 80-02 establishing the Governor's Office on Indian Affairs to formalize state-tribal policy development; and an April 1980 declaration of emergency and series of executive orders responding to volcanic activity at Mount St. Helens.

To locate a specific action within the page image, refer to the unique reference number assigned to each record. The reference number indicates the page and sequence of the action. For example, the reference number "AR2-9-0-3-v11-p016-01" identifies the first action recorded on page 16 of Volume 11, while "AR2-9-0-3-v11-p016-02" indicates the second action on that same page. Agency History:	The Office of the Governor of Washington State was established on March 17, 1853 when Isaac I. Stevens was appointed territorial governor. During the territorial period, governors were appointed by the President and reported to the U.S. Department of State and later the Department of Interior. Following Washington's admission to the Union on November 11, 1889, the governor became an elected position chosen by qualified electors for a four-year term. Elisha P. Ferry became the first state governor on November 18, 1889. The Washington State Constitution establishes the governor as the state's chief executive officer, vested with supreme executive authority and charged with faithful execution of state laws.
