The Governor’s Daily Record, Volume 25, provides a daily record of executive actions from November 10, 2008, to December 25, 2009. This volume contains 962 individual executive actions across 243 pages, documenting the administrative activities of Governor Christine O. Gregoire (2005–2013). The volume consists primarily of 2009 executive actions, however, ten extradition records on page 228, dated November 10–26, 2008, appear to represent a page that may have been misplaced from Volume 24.

The records include appointments and reappointments to state boards, commissions, committees, and judicial positions; interstate extradition through requisition honors and issuances; pardons and other acts of executive clemency; tribal-state agreements including cigarette tax contracts and gaming compact amendments; directives lowering state and federal flags to half-staff in honor of fallen military service members; and executive orders, proclamations, and directives establishing state programs and policy. The volume documents the continuation and eventual termination of the statewide state of emergency declared in response to the severe December 2008 winter storm; multiple flooding and severe weather emergencies affecting Washington counties; executive orders implementing Washington’s response to the American Recovery and Reinvestment Act of 2009, including streamlining permitting processes for stimulus-eligible projects; Executive Order 09-04 establishing the Washington Council on Aerospace; Executive Order 09-05 directing state agencies on climate change leadership; the establishment of the Natural Resources Cabinet through Executive Order 09-07; government efficiency actions including the abolition of numerous obsolete boards, commissions, and advisory committees through Executive Orders 09-02 and 09-08; and Governor Gregoire’s December 2009 attendance at the Global Climate Summit in Copenhagen.

Most Commonly Used Terms

appoints
Appointments to state boards, commissions, committees, judicial positions, and other official positions.
Example: "Governor appoints Jeffrey Lawrence Thompson to the Board of Pilotage Commissioners, for a term expiring December 26, 2012."

honors
Honoring requisitions from other state governors for the return of fugitives from justice (interstate extradition).
Example: "Governor honors a requisition from the State of Arizona for the return of Juan Herrera-Sanchez who is charged with sale or transportation of dangerous drugs and possession of dangerous drugs for sale."

issues
Issuing requisitions and warrants on other state governors for the return of fugitives to Washington State (interstate extradition); issuing executive orders establishing state programs and policies; and issuing proclamations and directives for emergency declarations and other official purposes.
Example: "Governor issues Executive Order 09-05, Washington’s Leadership on Climate Change, directing the Director of the Department of Ecology, the Secretary of the Department of Transportation, and other state agencies to pursue state climate change goals."

directs
Directing state agencies to lower flags to half-staff in memory of fallen military service members, and directing state agencies to implement administrative policies and programs through executive directives.
Example: "Governor directs all state agencies to lower the Washington State and United States flags to half-staff on February 3, 2009, in memory of U.S. Army Chief Warrant Officer Benjamin H. Todd of Colville, killed in action in Afghanistan."

Providing official notifications of temporary gubernatorial absences from Washington State and designation of acting authority.

Entering into cigarette tax contracts and compacts with tribal governments establishing terms for the imposition and administration of tribal cigarette taxes.

Executing amendments to existing tribal-state gaming compacts.

grants
Granting full and unconditional pardons to allow individuals to pursue gainful employment and other civic activities.

modifies
Modifying earlier correspondence to the Lieutenant Governor regarding the Governor’s absence schedule and acting authority designations.

records
Recording tribal resolutions certifying tribal governing body approval of amendments to gaming compacts.

requests
Requesting the Secretary of State to serve as Acting Governor during the Governor’s absence when the Lieutenant Governor is also absent from the state.

To locate a specific action within the page image, refer to the unique reference number assigned to each record. The reference number indicates the page and sequence of the action. For example, the reference number "AR2-9-0-3-v25-p025-01" identifies the first action recorded on page 25 of Volume 25, while "AR2-9-0-3-v25-p025-02" indicates the second action on that same page. Users can use these reference numbers to quickly navigate to the correct action within the page image.

Agency History: The Office of the Governor of Washington State was established on March 17, 1853 when Isaac I. Stevens was appointed territorial governor. During the territorial period, governors were appointed by the President and reported to the U.S. Department of State and later the Department of Interior. Following Washington's admission to the Union on November 11, 1889, the governor became an elected position chosen by qualified electors for a four-year term. Elisha P. Ferry became the first state governor on November 18, 1889. The Washington State Constitution establishes the governor as the state's chief executive officer, vested with supreme executive authority and charged with faithful execution of state laws.
