Agency History: | The need for a census was delineated in the United States Constitution Article I, section II. The initial population count took place in 1790 under the Census Office, a temporary agency. The Census Office operated only around the years of the census, until 1880 when processing the data from the census took the entire decade until the next census. Congress created the United States Census Bureau in 1902, a permanent agency which would not close in between census enumeration. The Bureau was initially under the Department of the Interior, but was transferred to the Department of Commerce in 1903. |
