"K.N." -- handwritten on recto in lower right-hand corner. "Kirkland Water System / (97) A crew of WERA employees shown at work trenching and laying pipe for the Kirkland Water System. Two Thousand Four Hundred and Forty-four man-hours were worked on this project." -- on typewritten note attached to verso.
