"Zone No. 4 - Office Building / (112) Carpenters at work installing partitions in Zone No. 4 Office Building. The structure is 60 x 72 feet, and was built by WERA labor from designs prepared by the Housing Department of WERA." -- on typewritten note attached to verso.
