A. to Prevent Damage / KN" -- handwritten in lower right-hand corner on recto. "Swamp Creek Flood Control / (95) Ditching, widening the channel and dredging in Swamp Creek, near the Bothell Highway provided a large amount of work for relief clients operating under WERA. Conditions under which the men labored are clearly shown in this view." -- on typewritten note attached to verso.
