Due to recent legislation the following boards and commissions have been eliminated as of June 30, 2010: Health and Welfare Advisory Board, Property and Liability Advisory Board, K-20 Educational Network Board, K-20 Network Technical Steering Committee and Pesticide Incident and Tracking Review Panel.

Accountancy, Board of

Regulates public accounting through examinations, licensing, complaint investigation and continuing professional education.

Adult Education, Washington Council on

Advises the State Board for Community and Technical Colleges and the Work Force Training and Education Coordinating Board concerning adult basic education and literacy programs.

Aerospace Technology Innovation, Joint Center for

Pursue joint industry-university research in computing, manufacturing efficiency, materials/structures innovation, and other new technologies that can be used by aerospace firms; enhance the education of students in the engineering departments of the UW, WSU, and other participating institutions through industry-focused research; and work directly with existing small, medium-sized, and large aerospace firms and aerospace industry associations to identify research needs and opportunities to transfer off-the-shelf technologies that would benefit such firms.

Affordable Housing Advisory Board

Serves as principal advisory body to the Department of Commerce on housing and housing-related issues.

African-American Affairs, Commission on

Examines and defines issues pertaining to the rights and needs of African-Americans, and makes recommendations to the Governor, the legislature, and state agencies for changes in programs and laws.

Aging, State Council on

Advises Governor and Department of Social & Health Services on policies, programs and services affecting older people.

Architects, Board of Registration for

Examines and licenses architects within the state; investigates violation of state regulations relating to the practice of architecture; and recommends rules and regulations for administering the licensing laws.

Arts Commission

Promotes the growth and development of the arts within the state; advises state agencies and officials on matters pertaining to the arts; and administers appropriations set aside for acquiring works of art for public buildings.

Asian Pacific American Affairs, State Commission

Examines and defines issues pertaining to the rights and needs of Asian Americans and advises the Governor and state agencies on policies, plans and needs.

Blind, Rehabilitation Council for the

Advises the director of the Department of Services for the Blind.

Blind, State School for the; Board of Trustees

Serves educational needs of visually impaired and blind students from throughout the state. Develops comprehensive curriculum to maximize and develop students’ skills to live, work and be capable, contributing, independent citizens.

Boiler Rules, Board of

Formulates rules and regulations for the safe and proper construction, installation, use, operation and repair of boilers and pressure vessels.

Boundary Review Boards

Boundary review boards are mandated by state legislation in King, Pierce, Snohomish and Spokane counties; they are optional in all other counties. Thirteen other counties have opted to create boards, including Benton, Clallam, Cowlitz, Douglas, Grays Harbor, Kitsap, Lewis, Skagit, Skamania, Thurston, Walla Walla, Whatcom and Yakima counties. Boundary review boards have jurisdiction over municipal annexations, incorporations, disincorporations, and creation or annexation of certain special districts. The boards also have jurisdiction over extensions of sewer and water services outside the city or district.

Building Code Council

Studies, recommends revision and provides technical and general assistance to building officials about adopted codes relating to uniform building, energy and barrier-free designs; adopts and amends building codes.

Capital Projects Advisory Review Board

Capital Projects Advisory Review Board: The Capital Projects Advisory Review Board (CPARB) will review alternative public works contracting procedures and provide guidance to state policymakers on ways to further enhance the quality, efficiency, and accountability of public works contracting methods.

Capitol Furnishings Preservation Committee

Promotes and encourages the recovery and preservation of the original and historic furnishings of the state capitol group, prevents future loss of historic furnishings, and reviews and advises future remodeling and restoration projects as they pertain to historic furnishings.

Caseload Forecast Council

Performs forecasts of state entitlement programs; correctional institutions; institutions for juvenile offenders; K-12; long-term care; medical assistance; and foster care and adoption support.

Center for childhood Deafness and Hearing Loss; Board of Trustees for the

Serves educational needs of hearing-impaired students from throughout the state. Develops comprehensive curriculum to maximize and develop students’ skills to live, work and be capable, contributing, independent citizens.

Charter School Commission, Washington State

The Washington charter school commission is established as an independent state agency whose mission is to authorize high quality public charter schools throughout the state, particularly schools designed to expand opportunities for at-risk students, and to ensure the highest standards of accountability and oversight for these schools. Child Support Schedule Workgroup

The work group shall review and make recommendations to the Legislature and the governor regarding the child support guidelines in Washington State.

Chiropractic Quality Assurance Commission, Washington State

Regulates the competency and quality of chiropractic health care professionals by establishing, monitoring, and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms, and discipline.

Clean Energy Leadership Council

The council will focus on getting Washington�s energy policies, technologies and capital aligned to ensure Washington continues to be a leader in clean energy development

Clemency and Pardons Board

Receives petitions from individuals, organizations, and the Department of Corrections for review and commutation of sentences and pardoning of offenders and, in some instances, for the restoration of civil rights; makes recommendations to the Governor.

Collection Agency Board

Regulates collection agencies within the state; holds disciplinary hearings; recommends and adopts rules and regulations for administering the regulatory law.

Columbia River Gorge Commission

Works with the U.S. Forest Service to plan for and oversee the 253,000-acre Columbia River Gorge National Scenic Area created in 1986.

Community and Technical Colleges, State Board for

The governing board for the state’s community and technical college system. Prepares and submits to Governor the budget for community and technical colleges system; disburses funds to the 30 colleges; establishes standards for staffing, financial procedures, curriculum, degree and admission policies.

Conservation Commission

Develops and implements a long-range program for conserving and improving the state’s renewable natural resources.

Criminal Justice Training Commission

Develops and implements training standards and programs designed to upgrade criminal justice personnel; establishes standards relating to physical, mental and moral fitness for recruiting criminal justice personnel.

Debt Commission, Washington State

A commission is established to examine the use of debt in Washington State and make recommendations on debt policy and debt limitations. Commission members include the State Treasurer; the Director of the Office of Financial Management; four legislators, one from each of the four major caucuses; and six independent experts, three appointed by the Governor and three appointed by the State Treasurer. The commission's report is due December 1, 2011.

Dental Quality Assurance Commission, Washington State

Regulates the competency and quality of dental professionals by establishing, monitoring, and enforcing qualifications for licensure, consistent standards of practice, continuing competency mechanisms, and discipline.

Developmental Disabilities Council

Advises the Governor on issues and trends in providing services to developmentally disabled individuals; acts as their advocate and as a planning entity.

Developmental Disabilities Endowment Governing Board

The Governing Board is responsible for designing and administering the developmental disabilities endowment.

Disability Issues and Employment, Governor’s Committee on

Advises Governor and legislature on disability issues; generates local action; initiates projects to address specific issues; provides training and assistance to individuals and organizations statewide; conducts workshops and conferences; and publishes disability-related materials.

Early Learning Advisory Council

The council shall work in conjunction with the department to develop a statewide early learning plan that crosses systems and sectors to promote alignment of private and public sector actions, objectives, and resources, and to ensure school readiness.

Economic Advisors, Governor’s Council of

Advises the Governor on state financial matters, including the state budget, tax policy, the issuance of debt and debt management, cash management, and other fiscal matters that reflect upon the overall financial condition of the state.

Economic and Revenue Forecast Council

Prepares and oversees the making of state revenue estimates and economic forecasts.

Economic Development Commission

The Competitiveness Council formed a Task Force on Economic Development which recommended the formation of an Economic Development Commission to provide strategic and policy direction to the Washington State Department of Community, Trade and Economic Development. The Commission will consist of private sector and labor representatives from around the state, and is intended to engage the state’s business and labor community developing the state’s trade and economic development policies.

Economic Development Finance Authority

Helps small and medium sized businesses meet their capital needs.

Education, State Board of

The State Board is composed of sixteen Washington state citizens: five who are elected by school district school board members (three from western Washington and two from eastern Washington), seven appointed by the Governor, the Superintendent of Public Instruction, a representative of private schools elected at-large by the members of the boards of directors of all approved private schools, and two students.

Educational Opportunity Gap Oversight and Accountability Committee

The board was created to synthesize findings and recommendations from the 2008 studies into an implementation plan, and recommend policies and strategies in specified areas of the Office of Superintendent of Public Instruction (OSPI), Professional Educator Standards Board (PESB), and the State Board of Education (SBE) to close the achievement gap.

Electrical Board

Establishes general and specialty electrical contractors’ licenses; prepares/administers written examinations; and advises the Dept. of Labor & Industries director on the need for additional electrical inspectors and changes in electrical codes.

Energy Facility Site Evaluation Council

Licensing agency for major non-hydroelectric energy facilities. Evaluates applications and recommends approval or disapproval to Governor; develops terms and conditions for constructing and operating sites; and monitors sites for compliance.

Energy Northwest

Energy Northwest is a Joint Operating Agency (JOA), comprising 28 member public utilities from across the state of Washington. We are governed by two boards: a Board of Directors and an Executive Board. Our Board of Directors includes representatives from member utilities, while the Executive Board includes representatives from member utilities, gubernatorial appointees, and public representatives selected by the Board of Directors.

Engineers and Land Surveyors, Board of Registration for Professional

Examines candidates for license or registration; investigates and holds hearings on violations of the regulatory law; recommends and adopts rules and regulations for administering the law.

Executive Ethics Board

Enforces state ethics legislation with respect to statewide elected officials and all other officers and employees in the executive branch, boards and commissions, and institutions of higher education.

Financial Education Public - Private Partnership

The task of the partnership is to seek out and determine the best methods of equipping students with the knowledge and skills they need, before they become self-supporting, in order for them to make critical decisions regarding their personal finances.

Fish and Wildlife Commission

Establishes policies and regulations designed to preserve, protect and perpetuate the fish and wildlife of the state, as well as fish and game habitat.

Fisheries Commission, Pacific States Marine

Advises the Department of Fisheries and the Governor on developments within the North Pacific Fisheries Management Council and state or national legislation which affects Washington-based high seas fishing fleets.

Fisheries Management Council, North Pacific

Established by the Magnuson Fishery Conservation and Management Act. Prepares fishery management plans for marine fish stocks in the North Pacific. Plans are submitted for review by the National Marine Fisheries Services and approved by the Secretary of Commerce. Includes representatives from Washington and Alaska.

Fisheries Management Council, Pacific

Established by the Magnuson Fishery Conservation and Management Act. Prepares fishery management plans for marine fish stocks in the Pacific Ocean. Plans are submitted for review by the National Marine Fisheries Services and approved by the Secretary of Commerce. Includes representatives of Washington, Oregon, California, and Idaho.

Forensic Investigations Council

Oversees the state toxicology laboratory at the University of Washington; studies and recommends improvements in the death investigation system; and reports the findings to the legislature.

Forest Practices Board

Establishes minimum standards for forest practices and provides procedures for the voluntary development of resource management plans.

Freight Mobility Strategic Investment Board

Designates strategic freight corridors within the state, reviews and evaluates freight mobility funding applications and makes recommendations to the Governor and legislature on projects that will enhance freight mobility.

Funeral and Cemetery Board

The board shall have the following duties and responsibilities under this chapter; to be responsible for the preparation, conducting, and grading of examinations of applicants for funeral director and embalmer licenses; to certify to the director the results of examinations of applicants and certify the applicant as having "passed" or "failed"; to make findings and recommendations to the director on any and all matters relating to the enforcement of this chapter; to adopt and enforce reasonable rules; to examine or audit or to direct the examination and audit of prearrangement funeral service trust fund records for compliance with this chapter and rules adopted by the board; and to adopt rules establishing mandatory continuing education requirements to be met by persons applying for license renewal.

Gambling Commission

Licenses, inspects, investigates and audits organizations, businesses and individuals participating in authorized gambling activities.

Global Health Technologies Competitiveness Program Board

The board�s duties will include soliciting funds from businesses, foundations and the federal government, and making grants for the development of global health technologies and products.

Growth Management Hearings Board, Washington

The board rules on disputes that arise from county and city growth-planning policies in the state.

Guaranteed Education Tuition Program Governing Board

Administers the advanced college tuition payment program.

Health Care Facilities Authority

Authorizes the sale of tax-exempt, non-recourse revenue bonds and loans proceeds to health-care facilities. Bonds are sold in the name of the authority and are payable from an individual hospital’s revenue. Bonds sold by the Authority are not obligations of the state of Washington.

Health Disparities, Interagency Coordinating Council on

This council shall create an action plan and a statewide policy to include health impact reviews that measure and address other social determinants of health that lead to disparities as well as the contributing factors of health that can have broad impacts on improving status, health literacy, physical activity, and nutrition.

Health Insurance Partnership Board

The board shall work with the Health Care Authority to implement the state's new Health Insurance Partnership, which is charged with providing Washingtonians access to more affordable health insurance. The board of directors develops and approves policies to enroll subscribers, design health plans in the pool, and set premium and contribution levels.

Health Insurance Pool, Washington State

Provides access to health insurance for people who are unable to obtain coverage in the private marketplace. The board of directors develops and approves a uniform screening mechanism for subscribers to enter the pool. The board also manages the pool, sets assessments on member health plans, and collects premiums from subscribers.

Health Sciences and Services Authority

The health sciences and services program is created to promote bioscience-based economic development and advance new therapies and procedures to combat disease and promote public health.

Health, State Board of

The primary entity for state health policy development; required to produce a biennial report delineating the state’s health priorities.

Hearing and Speech, Board of

Examines and licenses hearing instrument dispensers; recommends standards for equipment and procedures, along with rules and regulations for administering regulatory act; adopt rules relating to standards of care relating to hearing instrument fitter/dispensers or audiologists, and relating to speech-language pathologists.

Higher Education Facilities Authority

Authorizes the issuance of tax-exempt bonds and loans proceeds to private, nonprofit institutions of higher education. Bonds sold by the Authority are not obligations of the state of Washington.

Hispanic Affairs Commission

Ensures that state programs are providing the assistance needed by the Hispanic community; advises state agencies on developing and implementing policies, plans and programs focusing on the needs of the Hispanic community.

Historic Preservation, Advisory Council on

Reviews nominations for the state and national register of historic places and advises the governor and department on matters relating to historic preservation.

Homelessness, State Advisory Council on

Makes annual policy recommendations to the Governor and the Affordable Housing Board on ways to enhance the state’s ability to respond to the needs of people who are homeless, who are at risk of being homeless, or who have been homeless.

Horse Racing Commission

Regulates and supervises all race meets held in the state that have pari-mutuel wagering.

Housing Finance Commission

Issues revenue bonds and participates in federal, state and local housing programs to make additional funds available to help provide low to moderate income housing throughout the state without the use of public funds or lending the state’s credit.

Human Rights Commission

The Washington State Human Rights Commission (WSHRC) prevents and eliminates discrimination by investigating civil rights complaints and providing education and training opportunities throughout the state. The WSHRC enforces the Washington Law Against Discrimination which prohibits discrimination in employment, housing, public accommodation, and credit and insurance transactions, on the basis of race, color, creed, national origin, sex, sexual orientation, gender expression/ identity, marital status, honorably discharged veteran or military status, age (over 40), the presence of any sensory, mental, or physical disability, the use of a trained dog guide or service animal by a person with a disability, retaliation for opposing an unfair practice, filing a whistleblower complaint with the Washington State Auditor, and filing a nursing home abuse complaint.

Humanities Washington

A non-profit organization supported by the National Endowment for the Humanities and local contributors. The commission makes grants to support programs that foster public understanding and appreciation of history, literature, ethics, and other humanities fields. In addition to its grant-making activities, the WCH offers pre-packaged humanities programs such as exhibits, films, and speakers to local groups.

State Independent Living Council

Develops and submits the state plan for Independent Living in conjunction with the general vocational rehabilitation program, and monitors, reviews, and evaluates the implementation of the state plan for Independent Living.

Indeterminate Sentence Review Board

In 1986, the Legislature created The Indeterminate Sentence Review Board (ISRB) as the successor agency to the Board of Prison Terms and Paroles.

The ISRB has two distinct caseloads:

1. Indeterminate Sentences for offenders who committed their crimes prior to July 1, 1984 and sentenced to prison; and

2. Determinate Plus Sentences for offenders who committed a specific sex or sexually motivated crime on or after September 1, 2001.

The Board conducts hearings with offenders sentenced prior to July 1, 1984 and must consider public safety as the highest priority. The law states that the Board shall not release a prisoner until his or her maximum term expires unless, in the Board’s opinion, his or her rehabilitation has been complete and he or she is a fit subject for release.

The Board to conducts hearings with offenders with determinate plus sentences to determine whether it is more likely than not that the offender will engage in sex offenses if released with the conditions set by the board.

ISRB hold hearings within Department of Corrections facility or institution. For safety reasons and to reduce costs, the hearings are most often held in the facility where the offender is housed.

Industrial Insurance Appeals, Board of

Hears and makes final decisions on industrial insurance appeals.

Infants and Toddlers with Disabilities and Their Families, State Interagency Coordinating Council for

Advises and assists the Department of Social and Health Services and participating state agencies to coordinate, develop and implement policies dealing with early-intervention services.

Innovate Washington

Innovate Washington is created as the successor agency to WTC and SIRTI and is the primary state agency responding to the technology transfer needs of existing businesses in the state. Innovate Washington facilitates research supportive of state industries and provides mechanisms for collaboration between technology-based industries and higher education institutions; helps businesses secure research funds and develops and integrates technology into new products; offers technology transfer and commercialization training opportunities; serves as the lead entity for coordinating clean energy initiatives; and administers technology and innovation grant and loan programs.

Interagency Committee of State Employed Women

The Committee shall examine and define issues pertaining to the rights and needs of women employed in state government and make recommendations to the Governor and state agencies with respect to desirable changes in program and law especially in the area of education, training, career development, and other conditions of employment.

Investment Board

Invests and reinvests the monies of the state’s trust and retirement funds.

Jail Industries Board

Offers advice to cities and counties in developing, promoting, and implementing consistent, safe, and efficient offender work programs.

Judicial Conduct, Commission on

Reviews complaints alleging possible violations of the Code of Judicial Conduct. Also enforces the state ethics legislation for all members and employees of the state judicial system.

Juvenile Justice, Washington Partnership Council on

The Washington Partnership Council on Juvenile Justice will assume a pro-active role, providing collaborative leadership and direction, recommending innovative juvenile justice reforms and best practices to improve the juvenile justice system.  The council will be in compliance with federal core requirements and the council will adhere to the federally mandated responsibilities of a State Advisory Group, implementing the Federal Juvenile Justice and Delinquency Prevention Act and administering related federal and state funding.

Landscape Architects, Board of Registration

Examines candidates for licensure or registration; holds disciplinary hearings; recommends adoption of rules and regulations for administering the regulatory laws.

Law Enforcement Officers and Fire Fighters Plan 2 Pension Board

The LEOFF Plan 2 Retirement Board is a policy-making board with the responsibility to study pension issues, be fiduciaries of the LEOFF Plan 2 retirement plan, set contribution rates, and recommend pension policy to the Legislature in the interest of the members and beneficiaries of LEOFF Plan 2. The Board meets monthly in Olympia.

Legal Foundation of Washington

Acts as trustee for funds received from interest on lawyers’ trust accounts, as directed by the Supreme Court. These funds are used for law-related charitable and educational purposes.

Legislative Ethics Board

Enforces state ethics legislation with respect to members of the legislature and legislative employees.

Life Sciences Discovery Fund Authority Board of Trustees

The Life Sciences Discovery Fund supports innovative research in Washington State to promote life sciences competitiveness, enhance economic vitality, and improve health and health care.

Liquor Control Board

Controls and distributes alcoholic beverages in the state; functions as both a regulatory board and a business enterprise.

Lottery Commission

Adopts rules to establish and operate a state lottery; sets prices of tickets, prizes, frequency of contests, manner and time of payments to winners; and licenses lottery ticket agents and sets their compensation.

Marine Employees’ Commission

Adjusts all complaints, grievances and disputes between labor and management arising out of the operation of the ferry system; provides for impasse mediation; conducts fact-finding and provides salary surveys; and provides for the selection of impartial arbitrators.

Massage Examining Board

Examines candidates for licensure and registration; recommends and adopts rules and regulations for administering the regulatory law; defines, evaluates, approves, and designates those schools, programs, and apprenticeship programs including all current and proposed curriculum, faculty, and health, sanitation, and facility standards from which graduation will be accepted as proof of an applicant’s eligibility to take the licensing examination.

Medical Quality Assurance Commission, Washington State

Regulates the competency and quality of medical professionals licensed to practice medicine and surgery by establishing, monitoring, and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms, and discipline.

Motion Picture Competitiveness Board, Washington State

The board will establish the qualifying criteria, review applications and issue a final determination as to which productions will have the most favorable economic impact to the state and therefore will be awarded a rebate from the motion picture competitiveness fund (established in 2006 by Senate Bill 6558).

National and Community Service, Washington Commission on

Implements federal National and Community Trust Act of 1993, which created Americorps. Initiates activities or projects that expand and promote the concept of service beyond the scope of federal resources, and provides leadership and vision with local volunteer organizations, civic and community groups and units of government to make service a part of the lives of all of the citizens of the state.

Naturopathy, State Board of

The Board is responsible for adopting rules; setting minimum education and experience requirements; preparing and administering licensing examinations; determining alternative training requirements; implementing a continuing competency program; and disciplining licensed Naturopaths for unprofessional conduct.

Northwest Power and Conservation Council

The Northwest Power and Conservation Council was created by Congress to give the citizens of Idaho, Montana, Oregon and Washington a stronger voice in determining The Council was authorized in the Northwest Power Act of 1980 and approved by a vote of the legislatures of all four states. The governor of each state appoints two members to serve on the Council the future of key resources common to all four states � namely, the electricity generated at and fish and wildlife affected by the Columbia River Basin hydropower dams.

Northwest Straits Citizens Advisory Commission

The Northwest Straits Commission was established to provide an ecosystem focus on the marine resources of the Northwest Straits as a whole, help mobilize science to focus on key priorities, guide and provide resources to the Marine Resources Committees, and serves as a forum for coordination and consensus-building.

Nursing Care Quality Assurance Commission, Washington State

Regulates the competency and quality of nursing care professionals by establishing, monitoring, and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms, and discipline.

Nursing Home Administrators, Board of

Administers licensure or registration process for nursing home administrators.

Occupational Therapy Practice, Board of

Administers, coordinates and enforces the statutes relating to occupational therapists.

Olympic Natural Resource Center Advisory Board

Membership shall represent the interest of the state and federal government, environmental organizations, local communities, timber industry, and Indian tribes.

Opportunity Scholarship Board

The Board will identify eligible education and training programs for purposes of the opportunity scholarship, select institutions of higher education to receive opportunity expansion awards, and make recommendations with respect to funding sources for opportunity expansion awards. The Board's oversight and guidance of the programs must be consistent with legislative priorities. Together, with the program administrator, the Board must set annual fund raising goals and solicit funds.

Optometry Board

Examines candidates for licensure or registration; holds disciplinary hearings; adopts regulations to promote safety and protect the public.

Osteopathic Medicine and Surgery, Board of

Examines candidates for licensure and registration; holds disciplinary hearings; adopts standards of professional conduct; recommends and adopts rules and regulations for administering the regulatory law.

Parks and Recreation Commission

Acquires, develops, maintains and operates the state parks system; responsible for seashore conservation, boating and water safety, scenic rivers, inspecting ski lifts, and snowmobile safety.

Personnel Resources Board

Governs the state merit system for state agency personnel.

Pharmacy, Board of

Establishes policy for the practice of pharmacy, including licensing, disciplinary hearings and enforcement of laws pertaining to legal drugs; licenses the manufacture and sale of poisons.

Physical Therapy, Board of

Examines and disciplines licensees; adopts rules; establishes continuing-education requirements and standards of professional conduct.

Pilotage Commissioners, Board of

Examines and licenses qualified pilots for vessels operating on the inland waterways of the state; fixes pilotage rates; and adopts and publishes rules and regulations. The board may also take disciplinary action against any vessel owner or master refusing to comply with its rules.

Pipeline Safety Committee

Advises the Utilities and Transportation Commission and other appropriate federal, state and local government agencies and officials on matters relating to hazardous liquid and gas pipeline safety, routing, construction, operation, and maintenance. The committee shall review and comment on proposed rules and on the operation of the state pipeline safety program.

Podiatric Medical Board

Examines candidates for licensure or registration; investigates charges of malpractice, unsafe conditions or unprofessional conduct; conducts disciplinary hearings; recommends and adopts rules and regulations to promote safety, protection and welfare of the public.

Pollution Control/Shorelines Hearings Board

Hears appeals with respect to decisions and orders of the Department of Ecology and with respect to all decisions of air pollution control boards or authorities. Members also serve on the Shorelines Hearings Board, which hears appeals of any person aggrieved by the granting, denying or rescinding of a permit on shorelines.

Prescription Drug Assistance Foundation Board of Directors

The Prescription Drug Assistance Foundation is a not-for-profit organization designed to assist qualified uninsured individuals in obtaining prescription drugs at little or no cost.

Productivity Board

Administers the employee suggestion program and reviews applications for incentive pay for state employees.

Professional Educator Standards Board

The PESB was created in 2000 as primarily an advisory board to the Governor, Legislature, State Board of Education and Superintendent of Public Instruction on the full range of policy issues related to certified education professionals, including teachers, principals, superintendents and educational staff associates. In addition, the PESB was charged with creating alternative routes to teacher certification and administering new basic skills and subject knowledge assessments for teacher certification.

Five years later, Governor Gregoire signed into law ESSB 5732, which gave the PESB responsibility and authority for policy and oversight of Washington's system of educator preparation, certification, continuing education and assignment.

Psychology, Examining Board of

Examines candidates for licensure; authorized to deny, revoke or suspend, or restrict licenses for specified conduct.

Public Defense Office, Advisory Committee

Provides supervision and direction to the Office of Public Defense, which is an independent agency in the judicial branch. The Office administers all criminal appellate indigent defense services.

Public Disclosure Commission

Administers and enforces Washington’s public disclosure law.

Public Employees’ Benefits Board

Designs and approves insurance benefit plans for state employees and retirees, the higher education system, political subdivisions and all employees of school districts.

Public Employment Relations Commission

Provides uniform and impartial settlement of public employee-employer disputes.

Public Facilities District Board of Directors

The Public Facilities District will own and operate a new baseball stadium in King County on behalf of taxpayers.

Public Records Exemptions Committee

The purpose of the committee is to review public disclosure exemptions and provide recommendations to the Governor, the Attorney General and the appropriate committees of the House of Representatives and the Senate.

Public Safety Review Panel/6610

Advise the Secretary of Department of Social and Health Services and the courts with respect to persons who have been found not guilty by reason of insanity. The panel shall provide advice regarding all recommendations: (a) For a change in commitment status; (b) to allow furloughs or temporary leaves accompanied by staff; or (c) to permit movement about the grounds of the treatment facility, with or without the accompaniment of staff.

Public Stadium Authority

Responsible for building and operating a professional football stadium and exhibition center.

Public Works Board

Administers public-works assistance funds; makes loans to various forms of local government for public works projects.

Puget Sound Partnership

Creates the Puget Sound Partnership, a new state agency, to clean up and restore the environmental health of Puget Sound by 2020. The Governor appoints seven members to the Leadership Council, designating one as Chair.

Quality Education Council

To develop strategic recommendations and update those every four years and identify measurable goals and priorities for a 10-year period for the educational system, including ongoing strategies to eliminate the achievement gap and reduce dropout rates.

Real Estate Commission

Examines and licenses real estate brokers and salespeople; holds educational conferences; and administers examinations once a month at 12 locations throughout the state.

Recreation and Conservation Funding Board

Oversees the statewide comprehensive outdoor recreation plan; provides grants-in-aid to local government and state agencies for purchase of recreation and habitat land and development of recreational facilities.

Rehabilitation Council, Washington State

Review, analyzes, and advises the Department of Social and Health Services on the general vocational rehabilitation program.

Robert Bree Collaborative, The

Establishes a collaborative to provide a mechanism through which public and private health care purchasers, health carriers, and providers can work together to identify effective means to improve quality health outcomes and cost-effectiveness of care. The collaborative will identify and review certain high-variation or high-utilization health care services in Washington state that do produce better care outcomes for patients.  The collaborative will consider and develop strategies that promote improved care outcomes, such as patient decision aids, provider feedback reports, centers of excellence or other provider qualification standards, and research to improve care quality and outcomes.

Salaries for Elected Officials, Citizens’ Commission on

Studies the relationship of salaries to the duties of members of the legislature, all elected officials of the executive branch of state government, and all judges of the supreme court, court of appeals, superior and district courts, and shall fix the salary for each position.

Salmon Recovery Funding Board

The Board is responsible for making grants and loans for salmon habitat projects and salmon recovery activities from the amounts appropriated to the board. Provides assistance to grant applicants; makes and executes all manner of contracts and agreements; accept any gifts, grants or loans of funds, property, or financial or other aid in any form from any other source on any terms that are not in conflict with this chapter; adopt rules under chapter 34.05 RCW as necessary. The IAC shall provide all necessary grants and loans administrations assistance.

Select Committee on Pension Policy

The Select Committee on Pension Policy studies pension issues, develops pension policies for public employees in state retirement systems, and makes recommendations to the legislature.

Sentencing Guidelines Commission

Evaluates state sentencing policy for both the adult criminal justice system and the juvenile justice system. Recommends standard sentences for felony offenses; studies sentencing practices across the state; studies the criminal code and makes recommendations for modification.

Small Business Export Finance Assistance Center Board of Directors

The Small Business Export Finance Assistance Center is a non-profit corporation formed to assist small and medium-sized businesses in both urban and rural areas in the financing of export transactions. They also provide information to small and medium-sized businesses about export opportunities and financing alternatives.

Statute Law Committee

Codifies, indexes and publishes the Revised Code of Washington; prepares all legislative bills, memorials, resolutions, amendments and conference reports; publishes the Washington Administrative Code, the Washington State Register, the session laws and the Legislative Digest.

Tacoma Narrows Bridge Advisory Committee

The citizen advisory committee shall serve in an advisory capacity to the commission on all matters related to the imposition of tolls including, but not limited to, (a) the feasibility of providing discounts to frequent users, electronic transponder users, senior citizens, or students; (b) the tradeoff of lower tolls versus the early retirement of debt; and (c) a consideration of variable, or time of day pricing.

Tax Appeals, Board of

Hears appeals and issues decisions involving appeals from people aggrieved by the actions of the 39 county boards of equalization, or the departments of Revenue or Natural Resources.

Technology Services Board

To review and approve standards and procedures developed by the OCIO governing the acquisition and disposition of equipment, proprietary software and purchased services, licensing of radio spectrum by or on behalf of state agencies, and confidentiality of computerized data; review and approve statewide or interagency technical policies, standards, and procedures developed by the OCIO; review and approve standards and common specifications for new or expanded telecommunications networks proposed by agencies, public postsecondary educational institutions, educational service districts, or providers of K-12 information technology services; develop a policy to determine whether a proposed product or service should undergo an independent analysis prior to being submitted for inclusion in any proposed operating, capital, or transportation budget; review, approve and provide oversight of major IT projects to ensure that no major IT project is approved or authorized funding without consideration of the technical and financial business case for the project; provide a forum to solicit external input on IT developments, enterprise architecture, standards, and policy development; and provide a forum where IT plans, policies, and standards can be reviewed.

Tobacco Settlement Authority

The tobacco prevention and control account is created in the state treasury. The source of revenue for this account is moneys transferred to the account from the tobacco settlement account, investment earnings, donations to the account, and other revenues as directed by law. Expenditures from the account are subject to appropriation.

Tourism Commission, Washington State

The commission shall pursue a coordinated program to expand the tourism industry throughout the state in cooperation with the public and private tourism development organizations.

Addresses the problems of traffic safety and accident prevention within the state.

Washington Health Benefit Exchange Board

The Exchange is responsible for certifying qualified health plans that may offer products; seamless linking with Medicaid eligibility and enrollment; verifying income and citizenship status; ensuring the benefit packages offered include the essential health benefits and are available at four benefit values – 60 percent, 70 percent, 80 percent and 90 percent; applying risk adjustment and reinsurance; operating a toll free hotline and consumer portal that allows comparison shopping and premium calculation and adjudicating appeals.

Washington State Convention Center Public Facilities District (WSCC PFD)

A public non-profit corporation formed for the purpose of constructing and operating a state convention and trade center in Seattle.

Washington State Student Achievement Council

The Council’s duties include proposing goals for increasing educational attainment and the resources to support those goals; proposing improvements and innovations to help meet the goals; and advocate for increased commitment and resources for higher education and to link secondary and postsecondary education and training including the transition to careers. Other duties include developing a two year strategic action plan and ten-year roadmap, conducting systems reviews to approve the change in mission of an institution, facilitating the development and expansion of innovative practices, developing policy recommendations based upon data, collaborating with other organizations to set minimum college admission standards, help students prepare for and access postsecondary education and training, improve transitions, administer financial aid programs and to approve private degree institutions.

Washington�s New American Policy Council

The Council shall make recommendations to the Governor on topics including but not limited to: a) Strategies to help legal permanent residents become naturalized; b) Acquisition of English language skills integral to the process of becoming citizens; c) Ways to recognize or transfer the skills, certifications and professional credentials people earn in other countries into Washington�s economy; d) Strategies that are needed to support the success for naturalization, English language acquisition and recognition or transference of certifications and professional credentials; e) Facilitating public-private partnerships for the integration of people seeking to become New Americans into the very fabric of our state, thus creating a more vibrant, prosperous and vital society.

Western Interstate Commission for Higher Education (WICHE)

Places students in professional schools of compact states. Provides tuition assistance for out-of-state study.

Women's History Consortium

The Consortium is charged with preserving women's history through the Washington State Historical Society and with making recommendations for statewide commemoration of the centennial of the adoption in 1910 of the fifth amendment to the Washington state Constitution, guaranteeing women's suffrage.

Work Force Training and Education Coordinating Board

Provides planning, coordination, evaluation, monitoring, and policy analysis for the state training system. Advises the Governor and legislature concerning the state training system.
