Gov. Christine Gregoire announces appointments to boards and commissions

OLYMPIA -August 2, 2005 - Gov. Christine Gregoire today announced appointments to the following boards and commissions:

Passenger Only Ferry Task Force

The governor is pleased that these talented individuals have agreed to volunteer their time to address this critical issue. �Passenger only ferry service is an important part of our transportation system and determining the best means of providing that service requires thoughtful analysis of all the options,� said Gov. Gregoire. �I look forward to the recommendations of the Task Force.�

Representatives of the Public Transit Agencies:

Dick Hayes of Port Orchard and Kevin Desmond of Seattle have been appointed to a terms effective August 1, 2005, ending December 1, 2005. Hayes is the executive director of Kitsap County Transit. Desmond has been appointed to a term effective August 1, 2005, ending December 1, 2005. Desmond is the general manager of the King County Metro Transit.

Representatives of the Commercial Ferry Operators:

Jim Boldt of Lilliwap and Greg Dronkert of Bainbridge Island have been appointed to terns effective August 1, 2005, ending December 1, 2005. Boldt represents Aqua Express. Dronkert is the chief executive office of Kitsap Ferry Company.

Representatives of Ferry Users:

Gary Dawson of Fauntleroy, Tim Caldwell of Port Townsend, James Heytvelt of Southworth, Matt Bergman of Vashon Island, Mick Schultz Gig Harbor, and Mark Yand of Port Orchard have been appointed to terms effective August 1, 2005, ending December 1, 2005. Dawson is the chairman is the chairman of the Fauntleroy Community Association. Caldwell is the General manager of the Port Townsend Chamber of Commerce. Heytvelt is an active volunteer with the Kitsap Count Parks. Bergman is a longtime resident of Vashon Island and a practicing attorney. Schultz is a media relations officer for the Port of Seattle. Yand is the principal of DKS Solutions.

State Commission on Asian Pacific American Affairs

Tony Lee of Seattle has been reappointed to a term effective August 1, 2005, ending June 30, 2008. The commission examines and defines issues pertaining to the rights and needs of Asian Americans and advises the governor and state agencies on policies, plans and needs.

Conservation Commission

James Peters of Shelton has been reappointed to a term effective August 1, 2005, ending June 6, 2009. The commission develops and implements a long-range program for conserving and improving the state's renewable natural resources.

Electrical Board

David Bowman of Cowiche has been reappointed to a term effective August 1, 2005, ending July 7, 2009. The board establishes general and specialty electrical contractors' licenses; prepares/administers written examinations; and advises the Department of Labor & Industries director on the need for additional electrical inspectors and changes in electrical codes.

Emergency Management Council

James Scharf of Marysville has been appointed to a term effective July 27, 2005, ending at the governor�s pleasure. Scharf has a long career with law enforcement and is currently the City of Everett�s police chief. The council advises the governor and director of the military department on all matters relating to state and local emergency management; providing the governor with an annual assessment of statewide preparedness for all natural, technological and man-made hazards. The council periodically convenes in special session as the State Emergency Response Committee (SERC) to improve emergency preparedness, mitigation, response, and recovery for hazardous materials.

Livestock Nutrient Management Program
Lynn Bahrych of Shaw Island, Chris Cheney of Onalaska and Chad Henneman of Soap Lake have been appointed to terms effective July 1, 2005, ending June 30, 2006. Bahrych serves on the conservation commission, working on livestock nutrient waste issues. Cheney is the nominee from the Washington state Fryer Commission. Henneman is the nominee from the Cattle Producers of Washington. This program was established to provide guidance to the livestock industry regarding their responsibilities, under state and federal law, to protect water quality while maintaining a healthy business climate for farming.

State Board of Health

Kim Thorburn of Spokane has been appointed as chair to a term effective July 29, 2005, ending July 2, 2008. Thorburn is the public health officer for Spokane Regional Health District. The Honorable Mike Shelton of Coupeville has been reappointed to a term effective July 29, 2005, ending July 1, 2008. The board is the primary entity for state health policy development; required to produce a biennial report delineating the state's health priorities.

Housing Finance Commission

Faouzi Sefrioui of Woodinville has been appointed to a term effective August 1, 2005, ending June 30, 2009. Sefrioui is the owner of A&Y Property Investment LLC. The commission issues revenue bonds and participates in federal, state and local housing programs to make additional funds available to help provide low to moderate income housing throughout the state without the use of public funds or lending the state's credit.

Interagency Committee for State Employed Women

Carolyn Bernard of Olympia and Diane McCutcheon of Olympia have been appointed to term effective July 20, 2005, ending June 30, 2007. The committee examines and defines issues pertaining to the rights and needs of women employed in state government and make recommendations to the governor and state agencies with respect to desirable changes in program and law especially in the area of education, training, career development, and other conditions of employment.

Juvenile Justice Advisory Committee

Vazaskia Crockrell-Caldwell of Tacoma, Bonnie Glenn of Bellevue, Kari Grytdal of Spokane and Paul Holland of Seattle have been appointed to terms effective August 1, 2005, ending June 30, 2008. Crockrell-Caldwell is director of community education and public policy for the YWCA of Pierce County. Glenn is the deputy chief of staff for the King County Prosecuting Attorney�s Office. Grytdal is the director of operations at REM Association. Holland is a professor at Seattle University School of Law Donna Schram of Mount Vernon and Kirk Shields-Priddy of Lynden have been reappointed to terms effective August 1, 2005, ending June 30, 2008. The committee implements the federal juvenile justice and delinquency prevention act which provides funds to states to improve the juvenile justice system, advises the governor on priorities for granting federal juvenile delinquency funds and improving the juvenile system.

Professional Educators Standards Board

Dr. Gary Cohn of Port Angeles has been appointed to a term effective July 25, 2009, ending June 30, 2009. Cohn is the superintendent of the Port Angeles School District. The board develops basic skills test for persons entering teacher preparation programs and out of state teachers seeking initial or residency certification.

Public Works Board

Tim Simpson of Clarkston has been appointed to a term effective August 1, 2005, ending June 30, 2009. Simpson is the general manager of the Asotin County Public Utility District. The board administers public-works assistance funds; makes loans to various forms of local government for public-works projects.

Transportation Performance Audit Board

Janet Ray of Bothell has been appointed to a term effective July 29, 2005, ending June 30, 2009. Richard Sandaas of Kirkland has been appointed to a term effective July 29, 2005, ending June 30, 2007. Ray is the managing director of Corporate Communications and Corporate Secretary. Sandaas is a professional engineer and consultant. John Ostrowski of Vancouver has been reappointed to a term effective July 29, 2005, ending June 30, 2007. The board was created to improve the accountability and efficiency of transportation related agencies and measure transportation system performance against benchmarks already established.

Washington Council for the Prevention of Child Abuse & Neglect

Dr. Kathryn Barnard of Seattle has been appointed to a term effective August 1, 2005, ending June 30, 2009. Barnard is the director for Center on Infant Mental Health and Development, University of Washington, Center on Human Development and Disability. The council�s mission is to prevent child abuse and neglect. Their responsibilities include contracting to establish community-based educational and service programs aimed at preventing child abuse and neglect; assisting the exchange of information; consulting with state agencies; establishing the Children's Trust Fund; and adopting necessary and appropriate rules.

Washington State Dental Quality Assurance Commission

Dr. Karen Homitz of Bellingham has been appointed to a term effective August 1, 2005, ending June 30, 2009. Homitz owns a dental practice. Bernard Nelson of Spokane has been reappointed to a term effective August 1, 2005, ending June 30, 2009. The commission regulates the competency and quality of dental professionals by establishing, monitoring, and enforcing qualifications for licensure, consistent standards of practice, continuing competency mechanisms, and discipline.

Washington State Nursing Care Quality Assurance Commission

Lorrie Hodges of Graham has been appointed to a term effective August 1, 2005, ending June 30, 2009. Hodges is a clinical nurse manager at Access Urgent & Family Health Care. The commission regulates the competency and quality of nursing care professionals by establishing, monitoring, and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms, and discipline.

Washington State University Board of Regents

Laura Jennings of The Highlands has been appointed to a term effective July 15, 2005, ending September 30, 2009. Jennings is on the Board of Directors for SimplyFun, a start-up company for family friendly party games. Formerly she was the vice-president for MSN and Microsoft's vice president of strategic planning. The board of regents is the governing body for Washington State University.
